Moton attended Southern University and A&M College in Baton Rouge, Louisiana, earning both his B.A and M.A. in American History. He was awarded his Ph.D. in Education Policy Studies from the University of Illinois Urbana Champaign.

I use critical historical research methods to examine the reciprocal relationship between federal and state educational policies—particularly those of the late twentieth century to the present—and the lack of equitable higher educational opportunities for students and minority serving institutions. With research, teaching, and service commitments to advancing racial justice, cultural understanding and culturally responsible policies and practices in higher education, my areas of interest include the history of U.S. education, the history of African American education, the history of U.S. higher education, and education law. Additionally, I am serving as Dean’s Fellow for Diversity and Student Inclusion in the College of Education this academic year.
