WELCOME TO THE ILLINOIS ASSESSMENT AND ACCOUNTABILITY PROJECT (IAAP)!
U.S. school systems are currently held to the highest-ever standards of accountability to ensure that all students are well-educated and ready for the competitive global economy. Large-scale student assessments play an increasingly central role in 21st century educational accountability policies, evident in how No Child Left Behind (2002) was enacted and how the Race to the Top (2009) competition for federal funding has been conceptualized. As documented by a growing body of literature, large-scale assessments and accountability policies have shaped what happens in schools — in intended and unintended ways.
This project's goal is to add to the understanding of these effects, especially for schools in Illinois. In addition, we are analyzing the technical quality of Illinois's state-wide assessment, which is the basis of high-stakes judgments and decisions. By learning from educators and studying the current Illinois assessment and accountability system, and drawing from the research about alternative educational accountability models, we will develop recommendations to improve the assessment and accountability program, and contribute to improving student learning in Illinois.
